Brian Phelan joins ONRAD as President and COO

Riverside, CA – August 12, 2009 – ONRAD, Inc. is pleased to announce that Mr. Brian Phelan has been appointed its President and Chief Operating Officer. Mr. Phelan brings with him strong leadership and strategic analytic skills.

ONRAD, Inc. is also pleased to announce that Alix Vincent, MD, has been appointed Vice President of Medical Affairs. Samuel Salen, MD, will continue as the CEO of ONRAD, Inc.
Dr. Vincent will continue as President and CEO of Online Radiology Medical Group, Inc.

Most recently, Mr. Phelan served as the Managing Member and Chief Executive Officer for Imaging On Call, LLC. Reporting to the Board of Directors of the company, Mr. Phelan was responsible for developing and executing strategic initiatives for the company based in the greater New York City area. Mr. Phelan was brought to Imaging On Call, LLC in March of 2006 as the Chief Operating Officer where he was responsible for reorganizing company operations. In this role, Mr. Phelan executed a strategy that developed a deployment team, a new marketing and sales team, a robust practice management system and a client and clinical services department. He successfully restructured the company from a small regional teleradiology company to a competitive national brand through organic growth and acquisition. Previously, Mr. Phelan gained significant business experience at AMICAS. As a leader of the services team, Mr. Phelan was responsible for delivering revenue associated to 40+ parallel projects, record results in billable utilization and a world class project management team. The areas of improved profitability, revenue predictability, and customer satisfaction in 2006 led the transformation of AMICAS to match the significant changes of the industry, designing and implementing the integration of the digital and information management business in healthcare.

Prior to joining AMICAS, Mr. Phelan was a principal project manager and one of the first team members to create an imaging business for IDX Systems (IDXC). Mr. Phelan also worked at General Electric as a project manager for the Integrated Information Services group within GE Healthcare and as a Project Engineer for the same group.
From 1996-2001, Mr. Phelan served on active duty in the United States Army, primarily working with tactical communications technology in forward deployed locations for the 1st Armored Division. He served two tours in the Balkans.

Mr. Phelan is a graduate of the United States Military Academy at West Point where he earned a B.S. degree in Systems Engineering.
